SIRA Dubai is a government agency overseeing the security business. The Security Industry Regulatory Agency (SIRA) functions as an autonomous body responsible for approving all security actions in Dubai.

Examples of these actions include guarding services, security system sales, installation, and consultation. No company can operate these activities without SIRA’s approval of its trade license. SIRA approves both new licenses and renewals for firms.

SIRA mandates that businesses engaged in specific types of operations install CCTV surveillance systems. Enterprises can only obtain or renew their trade license after an SIRA inspector has authorized their surveillance system.

What are SIRA’s guidelines for CCTV installation?

SIRA mandates the installation of CCTV systems in all hotels, malls, banks, money exchanges, jewelers, theatres, sports complexes, and multi-tenant buildings. For various types of enterprises, SIRA has issued specific CCTV installation guidelines.

These regulations detail camera installation sites and main camera characteristics. They specify the Field of View (FoV) and image sizes for different areas. The agency has also established the minimum permissible resolution and frame rate for video recording. Additionally, SIRA has set the minimum retention time for CCTV video records on site.

All critical enterprises must connect their CCTV recorders to SIRA’s control room. SIRA provides a device called Video Guard for this purpose. The Video Guard connects both locally to the recorders and over the internet to the SIRA server.

How to get SIRA approval?

Through its web platform, SIRA administers the clearance process for CCTV systems. This portal is accessible to all SIRA-approved Security Service Providers (SSPs). You must also register a Facility Account on this portal if you are a Security Service User (SSU).

The following is how the approval procedure works.

  1. The SSP uploads all the details of your CCTV system to the SIRA interface, including model numbers, IP addresses, and camera-to-recorder mapping. SSPs also upload schematic diagrams and create maintenance agreements on the portal.
  2. After completing the installation and documentation, the SSP requests an SIRA audit. SIRA assigns an auditor to your CCTV system upon receiving the audit request. The auditor meets with the SSP and conducts an on-site audit.
  3. If the CCTV installation does not meet SIRA’s requirements, the auditor issues a FAIL report, listing the items that need correction for the inspection to pass.
  4. The SSP then corrects the CCTV system based on the auditor’s remarks and re-applies for inspection. The auditor returns to re-examine the system, and if it meets all requirements, the auditor will pass it. If not, this process repeats. Once the auditor uploads the PASS report to the portal, the SSP applies for and receives the NOC.

If you have a Video Guard installed on your site, there is an additional step in the approval procedure. The SSP must first receive from SIRA the Video Guard connectivity certificate. The SSP accomplishes this by uploading an SVG layout of your website to the Video Guard interface. Also, the SSP creates an E-map of the installed cameras and asks SIRA to verify their connectivity.

SIRA does a remote log-in to test the connection and determine whether it has accessibility to all cameras. After passing the SIRA inspection, you will receive a connectivity license.
